ACME DraftThis report was prepared by Midwest Research Institute (MRI) for the U.S. Environmental Protection Agency (EPA) under EPA Contract No. 68-D2-0165, and specifically under Work Assignment No. 3-06. Mr. Dan Bivins is the EPA Work Assignment Manager for the Emission Measurement Center (EMC) of the Emission, Monitoring, and Analysis Division of the Office of Air Quality, Planning, and Standards. This ACME document contains guidelines for an accreditation program for emissions measurements to supplement NELAC's criteria. It defines evaluation criteria and expectations for source testing firms and individuals seeking accreditation and certification. This document is one of a series of three documents that form the basis for establishing and implementing a system for accreditation and certification related to source emission measurements. This document was prepared based on the guidelines provided by the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC) in the ISO/IEC Guides 25 and 58 and associated international standards. Information was also used from accreditation organizations such as the American Association for Laboratory Accreditation (A2LA), the American Industrial Hygiene Association (AIHA), the American Board of Industrial Hygiene (ABIH), and the Institute of Professional Environmental Practice (IPEP). The National Environmental Laboratory Accreditation Conference, Draft Standards, December 2, 1994 was used in developing the format and content of this document. This report was prepared, under the direction of Mr. John Hosenfeld by Ms. April Carender, Mr. Jim Surman, and Mr. Slawomir Szydlo with assistance from Mr. Robert Gulick, Mr. Mark Whitmire, Dr. Larry Lowry, and Mr. Dennis Hooton.
